No set bonus is applied for the combination of weapons and armor.

I am not receiving a set bonus when combining a weapon and a piece of armor; is this intended behavior?
If I apply the same title to two pieces of armor, a +10% set bonus activates;
however, if I apply the same title to one piece of armor and one weapon, the set bonus does not activate. Is this how it is supposed to work?

Weapons dont count towards set bonuses.
