recycler speed issue

heya, sorry to post again, you must be sick of me

there is an issue with the recycling speed perk.

testing suggests that it only happens after a server restart/when plugin is loaded for the first time

you can see recycling is almost instant on a public recycler before a plugin reload

this is with 5 points in the skill - 0.5 seconds each to -2.5 seconds to each tick. you can see after reload it behaves like it should

potentially this started after last forced - not this one
