Second Floor wall unable to be modified

I have a base on my server that has/had a basement under it. On the second floor of the base there is 1 twig wall that cannot be upgraded, shot out, or deleted with ent kill. It says, "You cannot damage, demolish or upgrade the exterior walls of basements."

I removed their basement and the error persists. Any ideas on how to fix?
