It is weird, but our bases get this floor and wall color by default. It turns out that this wasn't there before the random raid; when the random raid starts, the walls are suddenly blue and the floor black. As far as we know, it only happens to people who have the wallpaper DLC  and it only happens on the bases where a random raid starts if the person has the wallpaper DLC.
