hello i keep receiving this  error,

 

[XSkinMenu] Unable to connect to Steam! Retrying in 90 seconds.

 

ive tried everything from reconfig to deleting the plugin and starting over. but i cannot get the skinbox to connect to steam or load any images. this all comes after me starting a manual migration to a new host.  any idea what is causing this error?
