Repair Max/ Blacksmith

Hi there, 

Players are reporting that when having the "Blacksmith" enabled, items are not being repaired to the max. I tried this as well and also don't see the max repair. I assume max repair means 100%?

Some helpful information, I am running on Carbon.

I have the same problem, running on Oxide
