PVE players' ships can be raided

After the update, PVE players' ships can be raided unless you dock your ship near a PVE TC to properly trigger PVE mode protection.

This plugin hasn't been updated yet to do anything for ship bases unfortunately. Though I do want to add this once I get familiar with them.

this issue is indeed quite challenging at the moment.

I had a fix in progress for this, but I didn't hear back from the person testing it... I need to revisit this and see where its at. Would you be interested in confirming it if its all set?
