the server tool wont uppdate to the newest version

this is a server that is run on a private home server. im trying to help my friend get the server up and running whit the latest uppdate. he has manage to download the 21237417 and nothing after that. he clicks on uppdate and all that but it wont start to download the newest version. something new he has to do? delete the server tool and reinstall? he has also tried verify files and nothing works

Deleting the steamapps folder helped.
