raidbase spawning different difficuilty

I had a player report this yesterday, its the first time this has happened but for some reason it spawned a nightmare raid on a easy. this base is not on the data>profile for easy. do you know why this would happen.

heya, either the nighmare profile is set to easy, or the base is in a easy profile

by default,

easy is level 0

nightmare is level 4
