I set it 7 days and at 18:00 but it said I put it on wipe day and time but it should be 7 days before wipe to start the vote so is it going to start 7 days before wipe 

Vote start is relative to wipe day too, even if you start vote few days before wipe at wipe day to vote start can't be too close to wipe time.
