respawn time on WF Oil rig

i have looked into trying to fix the respawn time on the npcs at WF oil rig but they arent handled anywhere that i can see, i have tried to use other plugins also but they are persistent, and spawn back super fast.  the only way i can see how to do it is changing it in rust edit. i dont really want to be editing your map. 

The fast respawn should be so that it is not too easy for players to loot the oil rig. I initially added a lot of NPCs with long respawns, but as it turned out - this negatively affects performance
