Is it possible to change the alignment on the panel background image?

I am creating an image for my commands to use the space better, 

and would like it if the image was closer to the top of the screen,

 

also what would be the best resolution for the image?

Could you provide screenshot of what exactly you trying to change? each template is different and I can't really give you answering without knowing what you trying to achieve.
