How can you add a cooldown for commands? 
I tried these below for example, but did not work.

{
  "callheli": 1800
}

and

{
  "cmd/callheli": 1800
}

Second example you posted is correct, cooldowns will only work if you have this option from config file set to "true"

"Enable purchase cooldowns (data/Shop/Cooldowns.json)"
