"Rugged up"  works very well, except for one small problem, it does prevent you from being damaged by the cold, but what happens is the "cold" debuff appears on screen for a split second every 4 seconds or so and prevents people who have this leveled from teleporting. Is there a way to prevent that?

Not at this point. I plan to see how the new teas work and see if I can work something out with that in mind instead.
