The config file for amount of scientists to spawn at control center never changes, The control center does not have a button inside.. just a computer station and 2 couches.....   as well as the cargo ship never spawns loot.. i'm pretty sure that's because i havent found the Air Card yet to activate the loot perhaps?

Are you using a plugin to clean up entities?

Regarding NPCs, please make sure you have NpcSpawn installed

The loot on the cargo ship is only spanwed after the doors have been opened, so there is no loot in the beginning
