Why do I see this in Console?

I've only given the runspeed perks to a single VIP group called HYPER only 3 players have this perk.

My default group has no permissions from this plugin. So why do I see this in console?? 

[MovementSpeed] Removing behaviour for 76561198978116469

Why would it remove any sort of behavior from a player who is just a new player with no sorts of permissions to this plugin? Isnt this performance intensive? Or is it an accident to do this?

It called automatically on disconnection, even if there was no behaviour on there. It was left over debug that should have been removed.
