Add combat block support

So Raid block prevents you from repairing, upgrading, placing wallpaper on the page through the TC ui, but however when you're just combat blocked you can use the buttons with no penalty. It should be the same as Raid Block, completely prevents you from using the TC ui.

Because if someone is in their shooting floor, and notices someone is building a raid base, and if they were only shot once, they can go to the TC and start to upgrade it... While if just 1 explo. bullet was shot, it would prevent anything they try to do in the TC ui.
