Can't Edit or Delete Button

After I create a button in the UI, I cannot edit or delete it. Trying to click on anything to edit it or delete it just closes the UI and returns to the main settings page. I attached a GIF for you.

I am also unable to create a new button after creating that button.

Checked. No problems.

No errors in the server console? No conflicts with other plugins?

No errors in the console. It is my dev server, so there are only a couple plugins installed, so I don't think it is that. I also cannot create a new button after creating this one. It just doesn't save it. I am using the default config.
