I am confused to what this is for? or what enables/disables it in the config

First one controls the rates of the values when Building while raid blocked

Second Set controls the Upgrade values of building blocks while raid blocked 

This allows you to control each grade ( wood stone metal toptier ) individually from the different grades for further control / fine tuning. 

( this is because higher grades have more health & take more time to regen / break etc )

I assume what is there is vanilla rates in basegame rust? 

If not, is there a way to enable/disable it in the config?

Those are just presets i had made, just toggle those to false to disable those features
