No HQM and NPC's at public quarry's

Hi I was having a look at the map and maybe I'm just been blind but I can't seem to find the HQM quarry.
and is there a way to configure the plugins it uses to not spawn NPC's at the public quarry's?

Hi, I'll check the quarry. Do you use plugins on NPCs?

Yes I do and I've now since worked out how to control the NPC's around the monuments like the public quarry's
