Here is my config, how do I make it chose what VIP to Grant from the 3 options in my config? It will only give players the "Elite" VIP over and over and not chose from the others.

{
  "ExcludedGroups": [
    "owner",
    "admin",
    "cmod",
    "helper",
    "vip"
  ],
  "VipCommand": "oxide.usergroup add {0} ronin",
  "VipCommand": "oxide.usergroup add {0} renegade",
  "VipCommand": "oxide.usergroup add {0} elite"
}

Also how do I set it up to randomly start every few hours?

Please read the description!
Everything is self-explanatory.

Your config is wrong, please follow my example.
You do not have to define who is allowed to participate, only who is not allowed to participate, all others will automatically participate.

Also, oxide.usergroup add {0} ronin is not a timed permission format, please read the plugin description or use my example and replace {0} with the appropriate days.
The plugin is not designed to make decisions from multiple groups!

I don't know which manager you are using to start events.
Otherwise use shedules with the command flashvipshuffle

I do not want to use the Timed Permissions, I want the granted "Elite" VIP Group to be permanent to the player. I use TimedExecute to send flashvipshuffle every few hours.

So is it not possible to grant multiple VIPS at random? You are saying I can only use one like ONLY "Elite" the plugin won't randomly chose what VIP to reward like ronin, elite, renegade etc

You can't just decide that you don't want to use Timed Permissions! The plugin is offered that way...

You don't buy a computer and remove the mainboard and say, why can't I use it without the mainboard?

For my Server Networks use cases I prefer players to keep their VIP Rank forever. I only need the plugin for some of its functionality.

Then set the duration to a high number.  But as already said, you can't just leave out important components/dependencies of the plugin...
