Could we disable the star effect and sound?

Or at least have it only send the Star screen effect and sound to the Winner of the lottery, not every player on the server?

This is very annoying and causes disrupt in a players gameplay and a quick lag. I think a true/false option in the config to disable the sound and effect globally and all together would be handy.
