Plugin not always loading

With the latest version of heli signals ive noticed that the plugin loads on server reboot sometimes but not 100% of the time. leading to heli signals being thrown by my players but nothing happening. the server uses carbon. If there is any info needed to help figure this out please let me know. The only other plugins i have that interact with supply signals are bradley drops, and instant airdrop.
