My server hasn't installed the Better NPC plugin.

they may be on cooldown "Authorized players Cooldown minutes before random raided again by chance": 180000000, us a global cooldown set it lower and delete the data file.

I killed 10 emboss1, and it always shows as quantity 1 in the data. No NPC attack was triggered, and there was no cooldown time.

For each test, I deleted all the data and reloaded the plugin.

I have killed many heavily armored scientists, but their count has remained at 1, with no change, and no NPC attacks have been triggered.

NPC with the name "emboss1" generated by the BotReSpawn plugin.

I will check but im assuming something is conflicting as default npc are not even counting for ya  back up ya config and reset it and enable the npc kills and see if it starts counting oil_rig ones.

I have tested it many times according to your method, and the results are always the same. I think there must be some conflict somewhere. This kind of situation happens occasionally. However, after the official update this time, it has occurred more frequently.
