Spawning too many NPCs

so for example I have dome set like this

      "Minimum numbers - Day": 1,
      "Maximum numbers - Day": 2,
      "Minimum numbers - Night": 1,
      "Maximum numbers - Night": 1,

But even after a reload there are like 7 NPCs on dome, 4 on the top, 3 closer to the bottom.

Really just trying to add 1 or 2 NPCs to each monument.

There are 12 at harbor even though I have it set the same way 1,2,1,1

Im also finding large numbers of them under the map

great plugin, just trying to keep server running smooth too

maybe because its hours before wipe and the bradlys and jets are out?
