Harbor > Cargo is broken AF, killing outside of monument and then from inside is also broken

No matter what I do while jumping on cargo from the harbour, NPCs are invincible.

even if both harbours are on the excluded list and "enabled: Is Monument enabled and to be used in this map?" is false.

I can damage NPCs from the harbour, but they become invincible when I get on the cargo.

I also tried to set everything up so it would work only as a chat notification that someone is on the monument, but everything else is allowed, and still, it doesn't work.

The plugin may have some missing settings because even if I unload it, the NPCs are still invincible. A similar thing happens when you are trying to kill NPCs from outside the monument (you can kill them), but when you enter the monument, they become invincible.

I would be grateful if you could provide a proper configuration so I can have it work only as a chat notification.
