NPCS don't attack players

is there a command to make them attack? they just stand there and let players kill them

Hello, possibly you have a problem in your server configuration, the NPCs attacking or not attacking has nothing to do with the map. You can do a google search to find more information.

the weird thing is my plugin npcs like botrespawn still work normally, but vanilla rust npcs from oilrig, cargoship, etc don't attack players anymore. They still walk around patrolling. 

Maybe rust has changed something that affects the plugin, you will have to contact the plugin creator or wait for the plugin developer to release a new update.

If the default NPCs in Rust do not work correctly, it means that something is wrong with your server configuration. I insist, it is not a map problem, do a google search on how to configure or add commands to edit the behavior of the NPCs.
