Hello, I can't build anything on the wagon... it always says you can't build, the road is too close???? I added the custom monument with Rust Edit and I always get the same error!!! Please help

I read it..!! when the wagon where you can build on it is in the train station, you always get the message to close to road ??? Please help!!

And where did you read that it is possible to build a railway station on a carriage? There's nothing written about it.
