Config file not read when wipe

It would appear that the config file is not read when issuing the `wipe` command, but instead may use a cached copy? 

After rebooting the server from adding this plugin, i modified the Oxidation.Wipe.json file with new/different values then issued the wipe command. It appears to be using old config values.

If you cannot change this, I strongly suggest changing the default values provided to not delete anything.

Other Plugins such as `Raidable bases` stores a huge set of config files in the data directory that If i didn't have a backup of, i would be crying right now.

Other than this complaint, great plugin and huge time saver! Happy to leave good review if this can be fixed.

Actually that's a good suggestion, I will make the config file be re-read from disk when a command is executed so it can reflect any last minute changes.
