No config file after uploading it?

I don't know what I did wrong, but I downloaded the file, then uploaded that file to the plugins of my server hosting site, when I run the plugins command it shows up at the bottom saying unloaded, and there's no file for MonumentLock in the config file management section. I don't know what to do. lol
