Combat and raid blocks not working for me

So I set up the shop config that will block the shop when players raid or combat but it's not working for me.  I have the NoEscape plugin and set up the plugin as well but still not working. 

I set in the NoEscape config that the owner will get a block (for testing to see if it's working) but nothing.

The only thing that works it's the block for building block but that's it. 

Help, please

I changed my configs like yours and it's working now  

the raid and NPC combat are working so I'm guessing that the player's block works as well, Thank you!
