plugin is installed, i am Auth 2 - However none of the commands are working /waterstart etc

What do you get in console when you reload the plugin?

Did you install the data files, and NpcSpawn as well @robfruin?

The reason is in the error you shared @robfruin. 

[WaterEvent] The submarine.json file is empty or it doesn't exist

You need to install the data files included with the download.
