Medic Passive Heal Not Working

As the title says - the medic passive heal ability does not appear to be working at all.

There are currently 8 beta versions above this public release available in our discord. Please check those for possible fixes to this. If you still have issues using the latest versions let me know in our bug report channel 

I will hold off until the next version release - it is clearly not working in the current version, and there are too many bugs in the beta versions to justify trying that right now on a live server.

so far I have not found any issues with the passive healing nor has anyone else had these issues. Until I can reproduce this issue there isn't anything I can "fix"
