This was reported by one of my mods who is in the clan this affected.

Bases become abandoned based on the person who built it currently which causes issues for the rest of their clan if they do not get online

it is based on everyone that is authorized on the TC, including the person who built it, and will not become abandoned until all said users have been offline for the configured amount of days

the abandonedbases.exclude permission can influence this and I'm more than happy to explain this in more detail if interested
