Is there an error? Are the perms being given but they aren't able to use it? What method are u using to give them perms?

You shouldn't need to give them admin perms to use the mod.

Cacti fall under the tree category, but have it's own item.

deployablenature.use is required to place an item. There are also other perms to manage how the items are obtained.

If you are getting an error such as "Permission <perm> doesn't exist" then it means the plugin isn't loading due to missing dependencies, specifically ImageLibrary.
