When the target base is on top of a high, isolated hill the event starts and then immediately ends, I've attached a pic of such a base. I'm guessing this may be intentional plugin behaviour but thought I'd mention it just in case.

Most likely there is nowhere for the npc to spawn as its all rock formation it looks like.
