Cannot edit NPC and outpost attacks them

When I spawn a trader at outpost, it just spawns a bot and immediately gets attacked (doesn't die). and I alse can't edit the NPC either. When I select it, it just makes the noise loke I'm opening a box and my own inventory shows, without any of the NPCShop UI

Do you get any errors in the server console when ?
