Is the C wagon default set to build on or do you have to manually set this somewhere ?

CAn i also set the percentage of the Cwagon to 100%

yes to both questions, cwagon is buildable by default (as long as it spawns with the floors on it). To make this spawn %100 of the time you'll want to set the upgrade chance in TrainBase.json to %100. Keep in mind there are multiple presets for this wagon that will cause variations in spawning. To adjust weights for them head to TrainBases >  TrainPresets > [wagon type] > [preset] to adjust which preset is most likely to spawn for that wagon.
