Naval update: torch no longer stays lit

After the naval update, the torch no longer stays lit.  It acts like a normal torch and gets used up.  I've checked the config, the cs code and reloaded plugin as well as restarted server.

Fireplace and lanterns (Chinese and tin-can) all work fine.  But the torch doesnt.

Can you pls resolve.  Thx
