/st permissions issue

Sometimes when I restart my server, the /st command won't work in chat. It says that i don't have permissions to use the command. I've checked the permissions and I do (adming group and default groups). I have to reload the plug in to get it to let me use /st again. Do you know why that can be? It's been a random issue that I deal with through multiple versions of the plugin.

Try /skilltree

If that works, you have Skinner, which registers /st and overrides the command for skill tree. Delete the st command from the skinner config.

Also hastle Whisper, because I have asked him countless times to remove the command.
