If I use this on a desktop, will it remotely connect to my server (located ~20 miles away) and if so, does it connect directly or does it use some other server as an intermediary? Thanks in advance.

It needs to run on the same machine as the server. It reads / writes to server files. The way it communicates with the server is via rcon (websocket / TCP) when reading / writing to and from the console. This will only work on machines running windows.
