Not working since wipe?

I noticed it was not working after Wipe.

I tried o.load ServerPanel and o.reload ServerPanel and it will not load. 

No errors come up on the console or in any log file.

Why won't it load? What messages are you getting?

If I reboot the server it loads fine.

ServerPanel and a few other plugins have started ignoring o.reload if they are not loaded on a restart.

After I wiped everyone was being kicked for "Entities Out Of Order" so I deleted all plugins. 

We could connect. I then started adding each one back. o.load ServerPanel and o.reload ServerPanel did nothing.

I restarted the server and it seems to have loaded. But if I o.unload and try to o.reload nothing happens.

No errors at all.

Did you get any of the plugins loaded? Or not?
