A few things

Is Use the Countdown GUI? [true/false]": true for the gui announcements plugin? 
if it has it's own gui timer it doesn't work

does not work.. Does this require the zone to be PVP (true) to show the dome?

Any chance of adding to the list of obstacles for raidable bases that may be on the road ?

You need to ban spawn bases on the road, there's nothing I can do about it.
The setting of the sphere is made specifically for the PVE zone, so it does not work for you.
"Type": "0" is the type of message from the Notify plugin settings.
"Is Use the Countdown GUI? [true/false]" ' this is a gui that displays the remaining time until the end of the event and it works fine

Wait 1 more question.
I think I know the answer but still want to make sure the  "Probability of a preset [0.0-100.0]": 25.0, I set this for 25 as I made 3 other presets for a total of 4 I set this for all the have a equal chance to spawn correct?

yes. If the chance is 0, then it can only be called manually
