Players not able to barrel under floor

My player are reporting that the first water foundation they place has a barrels then after none have the barrels .

I as admin have can see are correct, but when I build it all barrels are visible.  And players can see my barrels.  

Any ideas would be great the only difference I see in config file is max distance from shore is different.
