The exterior walls of basements cannot be broken, because if they could then players could get under the map. But basements can be destroyed if the entrances are destroyed.

If you are on a PVE server and want to redo your basement, you need to destroy the entrances. The remover tool plugin is currently supported to allow picking up entrances. If there is another plugin you would like support for, please let me know.
