Acces to water and power on barges

Would it be possible to make it so you have access to transport water and power from a base to the barge? 

Currently i cannot have a "waterplant" base and then transport that water to the barge with a hose and a pump 

Also it seems you cannot be on shallow water if you want to use the planter boxes is it possible to disable this so they can be used in shallow water. 

Hi. Unfortunately, this is a necessary restriction in shallow water. I can't turn it off.

Unfortunately, it is also impossible to connect the barge with electricity to the base. I'll think about how it can be done and maybe I can do it.
