Doesn't seem to work - custom map issue?

Doesn't Work. I'm using the Badlands Custom Map and I guess that the spawn point for the monument I'm using is under the map. 

Is this the issue, or am I missing something obvious?

using the chat command doesn't update the co ordinates in the config - and entering them manually still doesn't work.
