Can't open door downstairs

I put the fuse in to open the upstairs door. I go downstairs, put a fuse in the box to the right, then go to the other side and press the button? The card reader never gets power. What am I doing wrong?

if you go downstairs in the bunker room  in the right room - there is the "Fusebox" and a " Hidden Timer" behind the Collectable Hemp (bottom).
Use the Fuse, Press Timer, Push button on the other Side and the Cardreader can be used
