raid limits

Players reporting raiding a raid base counted as a raid point then coming back 10 mins later and again counted as another raid point when finishing the raid 

Could it be possible that the raid limits reset between that time?

how does the raid limit timer reset ?
I believe they needed more boom to get through the base and came back  to see that it costed another raid point

You can set certain times of the day that raid limits will "reset". When this reset occurs, everyone is granted back all their daily points AND any current ongoing raids are canceled (you need to spend a point again to raid that base).

I'm just wondering if what you were seeing was maybe that they started a raid just before the reset, so it made them spend one again to raid that base?

No they reported that they were raiding a base they had 3 points 
came back to finish the raid and costed another 
after completing that raid it cost 2 points total and for the day 1/3 raid points
