Unable to get Quarries to spawn.

Hello I have been running this for a week and I am unable to get the Quarry ruins to spawn in.  I've did a full reload and the monuments are population except for the quarries,  I bought this just for them specifically.  Any help?

Hi.
This monument modifies the default quarry.
There must be a quarry on the map for it to start spawning.

At the same time, one of the monuments is intended for HQM quarry, and the second for a stone one.
